Stephanie Moon, a proud Roanoke native, epitomizes the essence of service and dedication to our community. With over forty-five years of distinguished service in municipal government, Stephanie has tirelessly championed the people of Roanoke, focusing on enhancing our neighborhoods and ensuring the welfare of our citizens.

A product of Roanoke City Public Schools and Virginia Western Community College, Stephanie's life journey underscores the transformative power of education and perseverance. As a devoted wife to Earl Reynolds, Jr., and a loving mother to three grown children, four grandchildren, and three great-grandchildren, Stephanie deeply values the importance of family and community in shaping our lives.

Since assuming her role as a nonpartisan member of the Roanoke City Council in January 2021, Stephanie has brought a wealth of experience and insight to her position. Her tenure as the Roanoke City Clerk, a pivotal role in local governance, reflects her steadfast commitment to public service and community involvement.

Throughout her career, Stephanie has been unwavering in her dedication to advocacy and community outreach. She has diligently worked to ensure that every corner of our city is safe, vibrant, and conducive to family life and economic prosperity. Her initiatives in promoting workforce development and educational programs have played a pivotal role in fostering growth and opportunity within our community.

Stephanie's civic engagement transcends her governmental role. She has been consistently recognized for her contributions to Roanoke, representing our city and its residents on governmental bodies and nonprofit boards at both state and national levels.

At the heart of Stephanie's work lie her core values of trustworthiness, integrity, respect, fairness, and compassion. These principles have been her guiding light, propelling her to advocate for justice and equality for the marginalized and disadvantaged in our society.

Jamie Starkey is a force to be reckoned with. She is the Chief Program Officer of Family Service of Roanoke Valley. In addition to overseeing the organization's programs, she is working towards licensure and spends about fifteen hours each week serving clients in Outpatient Counseling. Having previously served the Roanoke Valley in various non-profit leadership roles, she was first hired by FSRV as a Project Director for the Health and Wellness Interpreters of Roanoke Valley in 2017. Since then, Jamie has served in several leadership positions across the agency including Director of Counseling and Director of Community Based Services. Jamie has a bachelor’s degree in sociology from Mars Hill University in the mountains of Western North Carolina and a Masters of Social Work from Radford University. Jamie is also a proud alumni of the Hollins University Batten Leadership Institute. She is the mom of two "almost grown" children and recently celebrated her twenty-fifth wedding anniversary with her husband, Eldridge, who she readily admits is her "better half".

With her career originally starting in law enforcement, Jamie quickly came to realize that she wanted a career with the ability to have a long-term impact facilitating positive change for people. From working with youth at risk of incarceration to domestic violence advocacy, Jamie says it was a natural progression to work with individuals in need of mental health support. Jamie is passionate about the broad range of services at FSRV and is known by her peers as "the dreamer". Jamie takes pride in presenting herself authentically and finds great fulfillment in mentoring student interns and young human service professionals to realistic career expectations. If you ever want to know what Jamie is thinking, just ask her! She is never short of an opinion, a witty joke, or some words of affirmation (her favorite love language).
Jamie is proud to work in a career she’s built based on serving people who need it most. “I have had a life-long passion for the underdog, for the being the voice of the voiceless. Building and implementing services for the most vulnerable in our community fits well with my professional goal to always recognize the inherent value of each individual and provide supportive services that respect the person in their environment,” she said.
Self-described as outgoing, an advocate, and a sassy Southerner, Jamie truly believes that her job is all about meeting people where they are, joining their journey, promoting hope and facilitating positive change.
